Judge Doom, the antagonist from "Who Framed Roger Rabbit" resides over Toontown bringing justice against Toons for his own gain to demolish Toontown and create a super freeway to be built right through it under his own construction company, Cloverleaf Industries. 

Doom is in fact a toon himself acting in cartoons as a villainous heavy called Baron Von Rotten but an accident on-set left him lost in his evil character which lead Doom to murderous ways, including the murder of Teddy Valiant,  the brother of Eddie Valiant, in a bank robbery. He is corrupt and bribes City Officials to get his way. Although being a toon himself he has a hatred for toons and uses his lethal dip to wipe out the Toons of Toontown. The dip is made up of Turpentine, acetone and benzene with a bright green color. Judge Doom is very manipulative which Roger Rabbit cannot hide from when Doom entices Roger out of hiding by tapping out "shave and a haircut".
