Governor John Ratcliffe is a greedy, power obsessed Disney Villain who has been tormenting the magical world since 1995. He was known for appearing regularly at the Disney Parks, but as time went on and after many incidents, Cast Members restricted his access to certain parks on Halloween night. He was also spotted in Disney’s Animal Kingdom where he seemed to have find a way to escape security and take a few pictures with some fans.
